济南市高度重视城市基础设施建设，近年来一直把它放在优先发展的地位。2003年，一大批城市重点项目相继建成，城市面貌又有新的改观。新增公共绿地面积161万平方米，年末城市绿地覆盖率达到37.5%。截止到2003年末，全市拥有各种营运车辆10900辆，各种类型出租汽车8300辆。

　　济南是全省铁路、公路、航空的枢纽，是京沪铁路与胶济铁路的交会点，铁路通往全国各大中城市。公路辐射全省各市地并与邻省相连。2003年，济南市公路通车里程达4548.4公里，比上年增长2.2%。济南国际机场与国内外40多个大中城市相连，经营客货运输和通用航空业务。
